Is maintaining a basic level of facial stubble fashionable?

Yes, at least to some degree, if you can maintain it.

The basic rule of stubble for men is that you should only try to pull off that look if you could grow a full beard — that is, if your stubble covers everything equally. Anything less looks terrible. Of course, this rule is merely an extension of the general rule that you should never try to have a full beard unless you can, in fact, grow a full beard.

In any event, if you do want that sort of rough-around-the-edges 5-o’-clock shadow look, use a shaver on it to keep it even overall, and keep it relatively clean. Clean your face regularly to make sure you don’t develop acne or the like. And, as always, don’t use it as a crutch to avoid shaving — it’s all about putting effort in, even if the goal is to look effortless.
